Big Update for Students: New Regulations for Coaching Centres in Kashmir Released
Srinagar, Apr 19: The government has introduced a tough new regulatory framework for coaching centres across Kashmir, directing all institutes to comply with a detailed set of rules aimed at improving transparency, safety, and student welfare.
The move follows growing concerns about unregulated operations and the lack of uniform standards in private coaching institutes.
Officials in the Education Department told Kashmir News Trust that under the new guidelines, coaching centres must publish class-wise and subject-wise fee structures, along with the academic and professional qualifications of all faculty members. These details must be printed in major local newspapers so that students and parents are fully informed before admissions.
Every coaching centre is now required to submit valid building safety and fire safety certificates. Proprietors must also provide the latest character and antecedent verification from the Police Department. Additionally, an affidavit attested by a First Class Judicial Magistrate must confirm that no government employee is working as a faculty member in the institute.
The government has also set strict infrastructure standards. Centres must have proper electrification, ventilation, and adequate lighting in classrooms.
Safe drinking water must be available at all times, and CCTV cameras must be installed wherever required. Institutes have also been asked to maintain a complaint box or grievance register for students.
The order further mandates separate toilets for male and female students. Coaching centres have been instructed to reserve 10 percent of their intake capacity for students belonging to Below Poverty Line (BPL), orphaned, or destitute categories.
Officials said monitoring teams will begin inspections shortly and action will be taken against any institute found violating these rules.
