Major Reshuffle in J&K Police: IPS and JKPS Officers Transferred
Srinagar, July 28 (ProKashmiri Desk): In a significant administrative move, the Government of Jammu and Kashmir has issued a major transfer and posting order affecting several senior IPS and JKPS officers. As per two separate orders issued by the Home Department on July 28, 2025, a total of nine JKPS officers and three IPS officers have been reshuffled across the Union Territory, while Dr. Sunil Gupta, IPS (2007), IGP Crime J&K, has been relieved to take up a new central assignment.
According to Government Order No. 381-Home of 2025, accessed by ProKashmiri, the reshuffle has been implemented “in the interest of administration,” and is effective immediately.
Key IPS Level Transfers
- Shri Vinod Kumar, IPS (2011), previously serving as DIG Armed Jammu, has been transferred and posted as DIG IRP Jammu.
- Shri Sameer Sharma, IPS (2011), who was awaiting posting, has now been posted as DIG Armed Jammu, replacing Shri Vinod Kumar.
In a separate but related development, detailed in Government Order No. 380-Home of 2025, the Ministry of Home Affairs has relieved Dr. Sunil Gupta, IPS (2007), from the post of IGP Crime J&K to take on a new assignment. His charge will be temporarily held by Shri Sujit Kumar, IPS (2007), currently serving as IGP Security J&K.
JKPS Officers Reshuffled
Among the most notable JKPS-level postings:
- Shri Kulbir Singh (JKPS, 1999), SSP Ramban, has been posted as Director, Commando Training Centre, Lethpora.
- Shri Arun Gupta (JKPS, 2001), previously SSP SB CID Jammu, will now serve as SSP Ramban.
- Shri Liaqat Ali (JKPS, 2001) has been posted as SSP PTWS Kashmir.
- Shri Zahid Aziz Samoon (JKPS, 2011) has been moved from Pulwama Ops to serve as Dy.CO IR-17.
- Shri Devinder Singh Bandral (JKPS, 2012) has been posted as Addl. SP Ops Doda, replacing Shri Sunil Kumar Kesar.
The reshuffle affects multiple arms of law enforcement including Armed Police, IRP battalions, CID, Commando Training Centers, and Special Operations Units.
This reshuffle comes amid heightened administrative activity in the Home Department, following recent public criticism over emergency response delays, internal discipline, and officer burnout. The government appears to be streamlining operations ahead of expected developments in the security and governance structure post-2025 elections.
The move also coincides with a broader review of postings across health, revenue, and police departments, indicating a coordinated governance push under the Lieutenant Governor’s administration.
