Srinagar, 23 Nov : The Jammu and Kashmir administration has issued a detailed set of instructions to all government departments, district authorities, schools, colleges, and local bodies for the observance of Constitution Day on November 26.
The General Administration Department has circulated an official communication directing every institution to organise Preamble reading ceremonies, awareness programmes, and public outreach events.
According to the circular, Constitution Day is observed every year on November 26 to mark the adoption of the Constitution of India, and all departments have been told to ensure meaningful participation from officials, students, and the general public.
The administration has emphasised that the occasion should not be treated as a formality but as a coordinated statewide observance highlighting constitutional values.
The government has instructed all offices, public sector units, universities, schools, Panchayati Raj institutions, municipal bodies, and autonomous organisations to conduct special activities on the day.
These include Preamble reading, debates, quizzes, cultural programmes, light and sound activities, and awareness initiatives in both physical and digital formats. Departments have been told to give wide publicity so that maximum people join the observance.
Officials told ProKashmiri.in that the administration has also circulated a concept note shared by the Government of India. The document outlines new ways to widen public engagement, such as digital experiences, nationwide reading relays, interactive quizzes, projection mapping on important buildings, youth storytelling programmes, and community-based events aimed at strengthening constitutional awareness.
The Ministry of Parliamentary Affairs has also advised states and Union Territories to adopt participatory formats involving students, volunteers, youth groups, and local bodies. Suggested activities include marathons, theme-based service drives, neighbourhood programmes, and initiatives focused on unity and commitment to constitutional duties.
The J&K administration has further directed that the main programme in Kashmir will be held at SKICC Srinagar. Similar events will be held at all district headquarters and subordinate offices across the Union Territory. Divisional commissioners and deputy commissioners have been told to ensure coordination between departments for smooth execution of the activities.
All government buildings have also been instructed to display the Preamble prominently on notice boards or digital screens. Schools and colleges have been asked to conduct awareness sessions throughout the day, ensuring high student involvement. Departments must submit action-taken reports after the programmes conclude.
Officials said the aim of the circular is to ensure that Constitution Day is observed in a structured, visible, and meaningful manner across Jammu and Kashmir, with a focus on educating citizens about constitutional values, rights, and responsibilities.
